Learn routing preferences from observed calls

Opt-in learned routing uses observed success, latency and rates to choose among eligible functions.

Enable learned routing on a supported policy, or send learned_routing: true with a supported request strategy.

Until there is enough recent evidence, the configured strategy decides. Afterward, the router uses observed performance while continuing some exploration among eligible functions.

Inspect the learned estimates on Routing Policies, through the API or with get_learned_routing. These estimates reflect prior traffic, not guaranteed performance on the next request.
