Staff controls handle banned accounts without sending emails

Banned accounts now appear as on hold in staff pages, with no approve or reject actions that could trigger emails. Repeat approvals no longer resend the welcome email.

Staff pages now correctly reflect the state of banned accounts and prevent unintended email sends.

  • Banned accounts are shown as on hold; approve and reject actions are not available for them
  • Sending an approval to an already-approved account no longer triggers a second welcome email
