Cheapest and fastest routing skip functions that cannot run

A model function whose owner has not connected its provider no longer breaks cheapest or fastest routing for the workspace.

With a model function active whose provider was not connected, routing by cheapest or fastest picked it, because it looked cheapest or fastest, and the call failed.

Now automatic routing only chooses functions that have something to run on. It skips a model function whose owner has not connected its provider, a model function with no provider, an external function with no endpoint, and a composite. Naming such a function still runs it, and the answer says what to set up.
