Manage channel rates over MCP

Read or update channel rates and include the channel on supported price and verification requests.

Use get_channel_rates to inspect configured rates and set_channel_rates to update them.

Include the channel on supported pricing and verification calls so they use the applicable rate. The tools use the workspace's API permissions.
