Report outcomes for balance-funded pricing calls

Enable outcome pricing in Billing to review eligible calls and report whether a quoted price was used.

• Calls are charged when they run. A rejected price reported within the seven-day window can return 70% of the call charge to the prepaid balance.
• Refund eligibility includes evidence and rejection-rate checks; reporting a rejection does not guarantee a refund.
• Accepted or unreported calls close without that refund. Later reports can remain usage signals without changing the balance.
• The Billing page shows windows, reported outcomes and recorded refunds; agents can use the outcome APIs.
