Sign-up email says when an account is waiting for approval

People who sign up while their account still needs approval now get a "You're on the list" email instead of one saying their account is live.

The first email after sign-up now matches what the person can do.

  • An account waiting for approval gets You're on the list: it says the account is waiting and that we will let them know as soon as it is ready.
  • An account that already has access keeps the usual welcome email with the first steps to try.
